In this chapter, we first analyze recovery in disaster research, then describe some of the most useful frameworks in public policy, and then review recovery guidelines and manuals. We conclude that models are rarely used explicitly in empirical studies or guidelines. We recognize that recovery guidelines do not use theoretical models but are ultimately tools for decision-makers to influence public policy. We suggest moving towards a more comprehensive model that includes the sectors involved and integrates indicators for instrumental use.
